During the 2021-22 school year, the Cascade School District moved forward with its plan for Student Success Act funding. This was the second year of a three-year plan.
This year, the district received approximately $1.9 million from the state. These funds added staff positions and programs across the district.
The Student Investment Account again funded a number of key positions throughout the district. These included math coaches, an additional counselor, targeted instructional assistants, family advocates, and an additional administrator at Turner elementary just to name a few.
The 2021-22 Student Success Act funds also supported math professional development, a data system to monitor math progress, and the creation of our Family Resource Center. The district also purchased security cameras and technology upgrades. Finally, these funds paid for AVID at every school and various after school and credit recovery programs.
The Oregon state legislature passed the Student Success Act in the spring of 2019. This funding can be used to make improvements in class size, well-rounded education, instructional time and/or health and safety.
The district held community forums and solicited ongoing feedback from students, staff and parents. The feedback suggested putting the funding towards math curriculum, supporting students and families in crisis, providing access to technology to all students, cyber-security upgrades, assisting new teachers, and building a multi-tiered level of support for students, staff and families.

What are the Student Success Act and the Student Investment Account?
The Student Success Act marks a turning point for education in Oregon by the investment of $2 billion dollars. The Act requires that money fund current state initiatives at 100%, grow Early Learning Opportunities, and allow districts to apply for grants under the Student Investment Account. The Department of Education has an Infographic that has more information. The two main goals of the funds are to meet students’ mental and behavioral health needs AND increase academic achievement while decreasing academic disparities among focal populations: students of color, students who are emerging bilinguals, students with disabilities, students navigating poverty, homelessness or foster care.

Does the district get this money each year or each biennium?
As of right now, the state intends to make these funds available to districts on a yearly basis. Our district will write a 3-year plan for the first approval, and then will be required to revise it after the first year.

A certified person refers to a licensed teacher who holds a Bachelors degree or higher. A classified individual has either completed two years of college or has passed a paraprofessional exam and works to assist teachers in some capacity.

What is a Multi-tiered System of Support on the prioritization survey?
A Multi-tiered System of Support is the framework where all students get what they need in addition to what the core curriculum provides. It might mean a reading intervention for 20-30 minutes in addition to the 90-minute reading block. In a multi-tiered system of support, all students are screened three times a year to check for progress. Students receiving intervention are monitored to ensure they are making progress. In our elementary schools, this is more commonly known as RTI.
